Building a Vancouver for All of Us

Over the past four years, we have made tremendous progress on housing.

Doubled the number of new homes approved
Shifted from building mostly expensive condos to majority rental and social housing
Secured $1 billion for 10,000 new below-market rental homes
Allocated $1.5 billion for housing co-ops on city land

Now, we want to do even more with the most ambitious housing plan in Vancouver's history.

Triple New Housing

We will:

Approve and enable 220,000 new homes over the next ten years, including:
- 140,000 market rental, below-market rental, social housing, and co-ops
- 40,000 new ground-oriented homes for purchase by the middle-class
- 40,000 market condos or townhomes for purchase

Complete the Vancouver Plan

We will complete the Vancouver Plan to:

Increase the supply of housing close to transit, schools, and jobs
Allow multiplexes in all neighbourhoods
Increase the variety of housing options for all income groups and family types
Add new amenities and services in underserved areas
Increase housing opportunities for non-profit groups representing diverse communities
Design people-first streets that prioritize safety and accessibility for pedestrians, cyclists, people with disabilities and transit users
Complete Vancouver as a 15-minute city where residents live a short walk or roll away from daily needs like grocery stores, childcare, shops and services

Increase Housing Supply

We will:

Expand the Making Home program from 2,000 to 10,000 lots
- 40,000 new ground-oriented, middle-class homes
- Allows up to six strata units on a single lot in all neighbourhoods
- Generates funds to invest in infrastructure, childcare, and climate adaptation
Renew all co-op leases and double the number of co-op units
- Create the Mayor's Working Group on False Creek South to protect and enhance co-ops
Support First Nations-led development projects, including Sen̓áḵw and the Jericho Lands

Protect Renters

We will:

Bring in the strongest renter protections in Canada
- In the case of redevelopment:
  - The right for current tenants to move back into the replacement building at the same or lower rent than before
  - Relocation and rent top-up costs covered during construction
Build more pet-friendly rental buildings

Build Homes Faster

We will:

Expand pre-zoning for rental and social housing
Modernize public hearings and permitting to be more efficient and inclusive
Create new specialized project approval teams for large-scale projects
Reform community amenity contributions and other policies to speed up housing development
Introduce pre-approval for common building types such as laneway homes

Fight Speculation

We will:

Maintain the Empty Homes Tax at no less than five per cent to discourage speculation
- Use funds to invest in affordable and social housing projects
- Prioritize funding for women fleeing violence and Indigenous-led projects
